Homeless Man Gets Ticket For 'Disturbing the Contents of a Garbage Can'

In the WTF news of the day, in Houston's latest attack on the homeless, a 44-year-old homeless man was issued a ticket (below) with the charge of "disturbing the contents of a garbage can in the downtown central business district" last week. James Kelly, who is a veteran, must appear in court next month. An attorney has agreed to represent him pro bono.
